I currently use a Canon Rebel XS (1000D) and am looking to upgrade to a Canon DSLR with video and a little bit of an upgrade as far as aperture, shutter speed and ISO, etc. goes.
If anyone can give me any advice on the options I was considering, I would greatly appreciate it!

Canon EOS Rebel T3i
They differ in price and was wondering if it's worth the extra $300 to get the 60D.
Also, I have a few lens that work with my Canon Rebel XS now. I have a Tamron zoom lens (18-270mm) and a Tamron macro (28-75mm). Would I be able to use them for one/both of these options?

You'll likely be just fine with the T3i. Especially now that you can usually find even better deals on the body.
You'll be able to use your lenses just as you did with your other camera. I'm assuming the super-zoom has image stabilization, which will make it a better choice for shooting video if you're not going to be using a tripod (which you should).

If you must upgrade for video capabilities, the T4 is your best choice.
T4i is a good call. But, it's worth noting that the fancy AF in video mode features only work 100% if you're using one of the two new STM lenses. With the lenses mentioned, the video AF performance likely won't be very effective.

The only difference among these three are ISO and shutter speed. The T3i and the 60D will allow you to use ISO 3200, 6400 and 12800. For an increase in shutter speed only the 60D will help you; 1/8000 max, versus 1/4000 with the T3i.
For a faster aperture, you need to invest in lenses.
