It's actually NOT a "sepia" effect. In Paintshop Pro, there is a photo effect called Time machine that you can apply to pictures. The one I used is called Albumen.

This photography is the form of photography process that would have been used for that time period had the picture actually been taken and processed.

From what I can find on the internet, it's about as concise as you can get without getting long winded.

Albumen Widely used from 1855 to the 1890s, this inexpensive photographic method produced paper-based photos. Negatives were captured on glass, and the print was then created on paper that used albumen from egg whites to bind the light-sensitive chemicals to the paper. Albumen photos are often characterized by their glossy finish, and soft, warm, brown tones.
